| Consultancy and Technical Assistance CLD assists in legislative strengthening and making legislatures efficient and effective democratic institutions. It specializes in organizing, designing, and managing legislative support systems; designing and conducting legislative needs assessments; conducting policy research and analysis; formulating policy or legislative agenda; developing legislative proposals; and packaging legislative or policy information. Legislative Capability Building CLD helps upgrade and enhance institutional efficiency and competence of national and local legislatures in newly emerging democracies to produce meaningful and quality legislation. Legislative Strengthening CLD engages in training and capability needs assessment of legislatures in the Asia-Pacific region and selected countries across the globe. Past initiatives include a consultancy on review of the legislative process of the Laos National Assembly and its capacity to monitor implementation of laws, training on increasing political participation of Indonesian women members of parliaments, training on public policy development of the Palestinian Legislative Council staff, legislative skills training of Secretariat staff of the Cambodian Parliament, and needs assessment for capability building of the Vietnamese Parliament. International Program in Legislative Development (IPLD) IPLD is an intensive module with practical, hands-on approach to provide knowledge, functional, and organizational skills necessary in legislative work: policy analysis, research, bill drafting, and legislative oversight. IPLD assists emerging democracies in Asia and the Pacific to meet the challenge of making the legislature responsive and the civil society active in making quality and meaningful laws in a changing political environment. |
