Issues and problems on access to health care: A policy perspective 

From a policy standpoint, this paper examines the issues and problems that impede or facilitate the Filipinos' access to health care services since its devolution to local government units (LGUs) in 1991. The analytical framework used in the study proceeds from the following principles:

  • Availability, as a basic premise of access to health care services reflects market outcomes and public policy priorities;
  • Affordability of health care services is a function of the consumers' purchasing power and the pricing structure of health care suppliers.

Equity issues in access to quality health care

Inequities in access to quality health care among Filipino patients are glaring.  While a few health care facilities in Metro Manila can boast of meeting world class standards on quality care, many others suffer from dire lack of equipment and adequate staff.  Such inequity is an extension of the serious imbalance in county's socio-economic development which favors the high income and urban-based population.

A study on the financing burden of health care in the Philippines

This study finds the Philippine health care system seriously underfunded and characterized by acute inequities that leave the poor without reliable access to the health care system.  Despite recent policy moves that seek to address such inequities, the poor remain vulnerable and questions remain whether they will be actually benefited with increased access or merely reinforce the access of those who already enjoy them.

Assessing the GMA access to medicines policy: Is it pro-poor?

Despite a substantial 50% reduction in prices, this study reports that access to essential medicines by the poor remains elusive.
